Request for a European Long-Term Investment Fund (ELTIF) – Update of the existing form
Regulation (EU) 2023/606 of the European Parliament and of the Council of 15 March 2023 (hereinafter “ELTIF Regulation”) amended Regulation (EU) 2015/760 on European Long-Term Investment Funds (ELTIFs) and introduced important innovations. For further details, please refer to the ELTIF Regulation which is available here. The ELTIF Regulation has been applicable since 10 January 2024.
The CSSF is updating its existing ELTIF application questionnaire, last published on 15 December 2023, mainly to simplify the procedures for requesting the authorisation of an ELTIF in an existing UCI Part II, SIF or SICAR or in a new UCI Part II, SIF or SICAR to be registered on the official list.

The CSSF underlines that the updated ELTIF application questionnaire aims to streamline and accelerate new ELTIF authorisation requests as well as subsequent requests for amendment. This will allow the CSSF to clarify key points at an early stage of the ELTIF authorisation process.
Please note that for an ELTIF application or substantial modifications to an ELTIF, the ELTIF questionnaire has to be submitted with the required attached documents.
For a new ELTIF authorisation in an existing UCI Part II, SIF or SICAR, or in another Luxembourg AIF (to be established or existing), you only have to complete the ELTIF questionnaire. It is not required to fill in separately the “Questionnaire for approval of a new sub-fund”.
For a new UCI Part II, SIF or SICAR, you have to complete the eDesk/UCI Approval request to obtain an authorisation under the relevant product law. In addition, you have to complete the ELTIF questionnaire to obtain the ELTIF authorisation.
In this regard, you will notice that the updated ELTIF application questionnaire provides for several optional requests and, depending on the option selected, the content that does not apply to your request option will be greyed out. In this regard, you will have to specify the context on the first sheet “PURPOSE”. For example, if you select “ELTIF in new UCI Part II / SIF / SICAR to be authorised (eDesk UCI Approval)”, each redundant information with eDesk/UCI Approval will be greyed out in the questionnaire. The same principle applies to each thematic sheet of the questionnaire as well as to the required documents.
As a prerequisite, this requires that the ELTIF application questionnaire is complete and correct. The “Footnotes” are intended to provide guidance in completing the ELTIF application questionnaire correctly.
The updated ELTIF application questionnaire must be used for all new authorisation requests submitted after 29 July 2024. It should also be used for the communication of substantial changes to an existing ELTIF.
